Criminal Organizations & Gangs
The following groups are considered active threats to public safety.
The Black Queens:
- Threat Level: Low
- Primary Activities: Drug Distribution, Informant Work, Minor Scams
- General Location: City Center
- Appearance: Black clothes, Black hair, Black Make-up
- Insignia: B over a black crown
- NCPD Advisary: If engaging with the Black Queens, expect compliance in exchange for cash or favors. Not considered an immediate threat unless provoked.
The Wild Things:
- Threat Level: Medium
- Primary Activities: Drug Use & Distribution ('Dorphing), Violent Crime, Territorial Control
- General Location: Marina District
- Appearance: No uniform; members recognized through street reputation and presence in territory
- Insignia: Red circle with a white dot in the center
- NCPD Advisary: The Wild Things are seasoned, violent, and street-tested. Members are often heavily armed and unpredictable due to 'dorph use. Engage with caution; expect resistance and potential escalation during confrontations.
The Brainiacs:

The Slaughterhouse:

- Insignia: A butcher knife done in red.
- NCPD Advisary: The Slaughterhouse skirts the edge of full-blown cyberpsychosis, with members prone to extreme violence and unpredictable behavior. Their lack of strategic coordination keeps them from being the most dangerous gang in Night City, but individual members are highly lethal. Hostile towards Sacred Blades, Back Alley Brawlers, and Inquisitors. Notably avoids conflict with Arasaka security forces. Engage with extreme caution.
The Back Alley Brawlers:
- Threat Level: Medium
- Primary Activities: Street Enforcement, Territorial Control, Vigilante Justice
- General Location: Upper Eastside
- Appearance: Black beret
- Insignia: "If you're going to do it, make sure we dont find out" spray painted in white
- NCPD Advisary: The Back Alley Brawlers operate under a loose code of conduct—"If you're going to do it, make sure we don't find out." Easily manipulated with flattery, they are a decent source of intel on the Night City rock scene but unreliable when it comes to delivering on their promises.
Maelstrom:

- General Location: Old Downtown, near the docks (Barley’s Department Store)
- Appearance: Black leather, chrome chains, prominent visible cyberware

- NCPD Advisary: Maelstrom is one of Night City’s most volatile gangs, notorious for extreme violence and a high percentage of cyberpsychos among its ranks. No operational code means unpredictability in encounters—expect hostility. Known for targeting the Inquisitors but will not hesitate to escalate conflicts with corps, solos, or civilians when it suits their needs. Approach with extreme caution; lethal force authorization is standard protocol when engaging.
The Silver Slash:

The Philharmonic Vampyres:

- General Location: City Center (around the Bodukkan, tunnels, and storage rooms)
- Appearance: Black Tuxedo (for both sexes)
- Insignia: Fanged penguin with cane and top hat
- NCPD Advisary: While their actions rarely cause physical harm, they can result in significant property damage and public disturbances. High-profile individuals have occasionally collaborated with them, blurring the line between harmless fun and criminal mischief. Their ongoing feud with street mimes (and by extension, the Julliard gang) often leads to public altercations. Approach with caution.
The Julliard:

Even if you’re just passing through, it’s wise to steer clear of any altercations involving street performers in this area.
Sacred Blades:
- Threat Level: High
- Primary Activities: Ritual Combat, Turf Wars, Drug Use
- General Location: City Center, near Burleson Tower
- Appearance: Long hair with face paint, large feathers tied into hair, prominent battle scars
- Insignia: Red hand print
- NCPD Advisary: The Sacred Blades are a violent combat gang obsessed with physical prowess and ritualistic violence. They often engages in a dangerous ritual called "counting coup," where members leave red handprints on rivals or even law enforcement to signify dominance. The Sacred Blades frequently use hallucinogenic drugs, making them unpredictable and highly dangerous in confrontations. Citizens are advised to avoid any individuals displaying red handprints or aggressive behavior and to report any gang activity immediately.
The Bozos:
- Threat Level: High
- Primary Activities: Sadistic pranks, psychological torture, cybernetic experimentation, kidnapping, cyberterrorism, and random acts of extreme violence.
- General Location: Primarily West Hill, but activities extend city wide and on the net
- Appearance: Members are grotesquely biosculpted to resemble circus clowns with colorful hair, bulbous red noses, and permanently grafted white facial "makeup" forming exaggerated frowns. They sport unnaturally long, flat feet and distorted body proportions, a result of extreme surgical and cybernetic modifications.
- Insignia: A frowning clown face paired with the slogan "Let's have some fun!"
- NCPD Advisary: The Bozos are no longer a mere prankster gang but a citywide menace bordering on mass psychosis. Since the rise of their leader, the Great Bozo, in 2019, they’ve escalated from slapstick pranks to psychological torture and lethal ambushes. Any interaction with the Bozos should be treated as a potential life-threatening situation. Officers are advised to maintain distance and never engage alone. Immediate evacuation of civilians and coordinated tactical responses are recommended when Bozos are spotted.
The Voodoo Boys:
- Threat Level: High
- Primary Activities: Drug trafficking (primarily non-synthetic drugs), ritualistic violence, psychological terror, extortion, kidnapping, murder, and cyberterrorism.
- General Location: University District
- Appearance: A bone through the septum of the nose, black chicken feathers.
- Insignia: Graffiti tags of decapitated chickens or crude human figures being dismembered with machetes, surrounded by exaggerated blood imagery. The words VOOODOO BOYS or VOODOO BOYZ are scrawled in a chaotic, unsettling style alongside these images.
- NCPD Advisary: Originally infiltrating the student population through drug deals, the gang has escalated to ritualistic murders, torture, and psychological terror tactics. Victims are often dismembered with machetes, and body parts are displayed in public areas as warnings. Some targets may receive forewarning through disturbing symbols, such as chicken blood and feathers on their doorstep, but more frequently, attacks are random and without provocation. The gang’s influence is strongest on Grace Street, where they control businesses through extortion and fear. Civilians are advised to avoid Grace Street, and any signs of Voodoo Boy activity should be reported immediately.
